A plan proposed by Steve Witkoff, the US special envoy, would allow Russia to retain control over four regions partially seized by Vladimir Putin’s forces over three years of conflict.
According to Yuriy Boyechko, CEO of the NGO Hope for Ukraine, the proposal is “completely unacceptable that a top U.S. envoy would embrace such evil demands from Russia.”
Under the plan, Moscow would maintain control of Donetsk, Kherson, Luhansk, and Zaporizhzhia — the latter being home to Europe’s largest nuclear power plant.
Witkoff had previously argued that ceding the four regions occupied by Russia was the fastest path toward achieving a ceasefire.
Boyechko told Newsweek: "Steve Witkoff is basically telling over 800,000 civilians living in the city of Zaporizhzhia, the city of Kherson, and surrounding areas controlled by Ukraine to self-deport, and for the Ukrainian government to give the green light for Russia to occupy these Ukrainian cities and villages."
