Military cooperation between Belarus and Russia was significantly strengthened in 2022, with the former allowing the latter to use its territory to attack Ukraine.

Minsk amended its Constitution to once again allow the deployment of Russian nuclear weapons on its soil.

The Belarusian president, Alexandre Loukachenko, and his Russian counterpart, Vladimir Putin, have signed a new agreement covering "mutual security guarantees". The new Russian nuclear doctrine considers aggression against Russia by a non-nuclear country, but with the involvement or support of a nuclear country, as a joint attack. Moreover, a "critical threat" against "Russian sovereignty", based on the use of conventional weapons, could also trigger a "nuclear response". According to Ukrainian intelligence, Moscow has sent Orechnik missiles to Belarusian territory, a country that shares borders with Poland, Lithuania, Latvia, and Ukraine.
