Finnish authorities have launched an investigation after an alleged attempt by Russia to smuggle sensitive documents across the border.

Nearly 30 boxes containing documents related to nuclear power plant construction were discovered during a routine customs inspection at a Russian border checkpoint.

The Economic Crime Investigation Unit of Finnish Customs said: "The preliminary investigation has focused on a significant number of archive documents that were attempted to be taken to Russia from a warehouse located in Kymenlaakso. Based on the preliminary investigation, some of the data is classified as material subject to sanctions against Russia."

Local authorities suspect the involvement of a construction company executive, though no further details have been disclosed at this stage.

Finland currently operates two nuclear power plants—Loviisa and Olkiluoto—each housing five reactors. The owners of both facilities have stated that they are not under suspicion in the investigation.

Finland had plans to build a third nuclear power plant at Hanhikivi, with a reactor to be supplied by Russian state-owned company Rosatom. However, following Russia’s invasion of Ukraine in February 2022, the project and its partnership with Rosatom were scrapped.
