On Saturday, in an interview broadcast on the American channel NBC, the American president stated he was particularly "annoyed" and "furious" with his Russian counterpart, Vladimir Putin.

He notably declared: “If Russia and I aren't able to reach an agreement to end the bloodshed in Ukraine, and I think it was Russia's fault, I will impose secondary tariffs on all oil coming out of Russia.”

Following Donald Trump's outburst, the Kremlin chief responded through his spokesperson, Dmitry Peskov. The latter indicated that Vladimir Putin "remains open to any contact with President Trump” and highlighted that "no" new meeting between the Russian president and his American counterpart was "planned for the time being".

On Monday, 31st of March, Putin's envoy for international cooperation, Kirill Dmitriev, announced in the Russian daily Izvestia that Washington and Moscow had begun negotiations on the "joint production of metals" from rare earths located "in Russian territory", reports 20 Minutes.
