The Russian and Ukrainian memoranda, which present Moscow and Kyiv's vision for the path to peace, are diametrically opposed, Russian President Vladimir Putin declared.
"This is not a surprise (…) These are two diametrically opposed memoranda. But the negotiations were organized and conducted precisely with the aim of finding common ground," he said at a press conference on the sidelines of a regional summit in Minsk, Belarus.
Vladimir Putin specified that Russian and Ukrainian negotiators are "in constant contact," notably to agree on a location and date for a third round of direct talks, following those held in Turkey on May 16 and June 2. These discussions, the first direct ones between Russia and Ukraine to attempt to find a solution to the conflict since spring 2022 in the Northern Hemisphere, did not result in significant progress.
It will be recalled that in early June, each side submitted a memorandum to the other, a sort of ideal plan for reaching a peace agreement after more than three years of conflict.
