Russia's military operation plans after Ukraine

Russia is planning to conduct combat operations not only in Ukraine. The Kremlin has begun preparing strategic reserves, according to Ukraine's Deputy Foreign Minister, Andrii Sybiha, during a speech at the GLOBSEC-2025 international forum in Prague.

Referring to intelligence data, he emphasised that the Kremlin was preparing strategic reserves in anticipation of a possible expansion of armed aggression beyond Ukraine.

"According to our intelligence, Russia has begun preparing strategic reserves, meaning plans for combat operations not only in Ukraine. Allies must fully mobilise diplomatically to end this war," said Sybiha.

"Putin understands only strength, so it's important to impose sanctions in a timely manner, using them as economic weapons to put pressure on Russia," the minister added.
