The United States has yet to come to terms with the fact that Ukraine’s military destroyed the Russian warship Moskva without prior notification, The New York Times reports.

While the April 2022 sinking of the Russian cruiser was hailed as a major victory in Kyiv, U.S. officials were displeased about being left out of the operation—an early sign of tensions in military cooperation between the two nations.

According to the report, two months into the war, Ukrainian generals traveled to Germany to establish intelligence-sharing and strategic agreements with the U.S. However, just two weeks before that meeting, Washington was taken by surprise when Moskva was sunk, as Ukraine had never disclosed its plans for the naval attack.

The incident also raised concerns in Washington over Ukraine’s military capabilities. U.S. officials were reportedly shocked to learn that Kyiv possessed missiles capable of destroying such a significant warship—especially since the U.S. would never have advised targeting one of the Russian navy’s most iconic vessels.
